in the youtube creators blog youtube has clearly said that if any new or exixting channel is below 10000 views then the channel cannot monetise its videos
after the channel generates a life time 10000 views on the channel then it can monetise its videos
and any spamming, adultrated, reuploading is found then the channel might face serious issues or may be banned
there is a new reporting option as well so that people can easily report about any video
